Modern Precast Concrete is certified by the National Precast Concrete Association, the major trade group for the precast concrete industry. NPCA-certified plants are established companies with a dedication to manufacturing first-class products. To maintain their NPCA credentials, they must pass periodic on-site, unannounced certification inspections.

The certification program operated by NPCA is designed to help quality-conscious architects, engineers, contractors and owners. The NPCA quality control manual mandates that quality starts before the work order reaches the manufacturing plant. This process assures that products will meet or exceed specifications, thus improving profits and making life simpler for everyone.

It is our suggestion that the following criteria be used as a guide when specifying projects using precast concrete products. It will assure you that the precast manufacturers are capable of providing quality products.

MANUFACTURER QUALIFICATIONS
All concrete products, in this specification, shall be produced by a concrete manufacturing plant qualified by the National Precast Concrete Association (NPCA) Certification Program. The manufacturer shall submit proof of certification prior to the start of production. The NPCA Plant Certification Program defines the fundamental requirements for a quality control program for precast concrete plants. The 11 items addressed in this program which must be monitored and compared with industry standards include:

1. Management commitment to produce quality products
2. Completeness of work orders and product drawings
3. Quality of raw materials
4. Quality of forms (product molds)
5. Concrete quality conformance with requirements
6. Placement and consolidation of concrete
7. Product dimensions
8. Positioning of embedded items
9. Curing of concrete
10. Handling, storing and transporting
11. Record keeping

Additional qualifications to consider for inclusion in your specifications would be: PA DOT or NJ DOT approved manufacturer and applicable ASTM, ACI and AASATO standards.
